Colorado Department of Human ServicesThrough a partnership with the State of Colorado Department of Human Services, Discover Goodwill administers the Low-Income Energy Assistance Program or LEAP, which provides home heating assistance to low-income households with income up to 165 percent of the federal poverty level. Discover Goodwill’s mission is to help people find work and we realize limited finances for adequate home heating is a barrier to employment. Through the administering of LEAP, Discover Goodwill helps break this barrier and allows residents to focus on their job search.

The program operates November 1 through April 30. To qualify for LEAP, applicants must be responsible for paying heating costs to an energy provider, fuel dealer or, as part of their rent; and be permanent legal residents of the United States and Colorado, or have household members who are U.S. citizens. LEAP assistance is not intended to pay a household's entire cost of home heating, so it is important that households continue to pay their heating bills.

LEAP is a federally funded program. Areas Discover Goodwill serves include: Arapahoe County, Archuleta County, Baca County, Boulder County, Chaffee County, Clear Creek County, Conejos County, Crowley County, Delta County, Denver County, Douglas County, Eagle County, El Paso County, Elbert County, Fremont County, Garfield County, Gilpin County, Grand County, Gunnison County, Hinsdale County ,Jackson County, Jefferson County, Kit Carson County, Lake County, La Plata County, Las Animas County, Larimer County, Lincoln County, Logan County, Mesa County, Moffat County, Montezuma County, Morgan County, Ouray County, Park County, Phillips County, Pitkin County, Prowers County, Rio Blanco County, Routt County, San Juan County, San Miguel County, Sedgwick County, Summit County, Teller County, Weld County and Yuma County.
